Summary


Granted, a person drunk enough to urinate on a bush in public might not remember doing it. One might even forget being arrested afterward -- but it's difficult to swallow that, years later, a person couldn't remember the mess that stemmed from cleaning up the charges.

Yet that's what soon-to-be Public Regulation Commission member Jerome D. Block Jr. wants the public to believe.
